filling/exchanging CO2 tanks

Im trying to find a place that will fill CO2 tanks. Im new to kegging and just bought a brand new 5lb tank that Id rather not exchange for a beat up older tank. 5th season will exchange a 5lb for $22. Roberts oxygen will exchange for $12. But is there anywhere that will fill an empty tank?

Wayne Oxygen and Welding fills tanks. They are located just east of the downtown mall on Market Street.
There is another thread on here about this also:

Yeah, I'll vouch for Wayne Oxygen. And they're pretty good about filling while your wait. The price on a 5lb tank was around $16.00. $14.00-somethin' for the fill and $2.00 for an "environmental fee."
BUT...they pay attention (and rightfully so) to the manufacture date. If its more than 5 years old, they won't/can't fill it until you get the tank pressure-tested. Doesn't cost a lot, but plan for it if you need to. My tank will turn 5 years old this year so I'll need to work that around my summer brewing schedule...(or bottle condition..)

Wayne will lease you a tank too. I had to get my tank pressure tested and while it was away getting tested, I leased a tank from them for a reasonable price. It's cheaper than buying a second tank that you'll only use once every 5 years.

+1 for Wayne's Oxygen and Welding Supply... I got my propane tank filled there a couple weeks ago (filled to the brim, charged for only what was filled - the exchanged blue rhino never are filled to the top and are more expensive).
Only negative to Wayne's is the hours (closes at 5 or so, and only M-F)
